This is from Donovin Sprague's book, 'Standing Rock Sioux.' Unfortunately, the photo of Black Bull he used next to it is a photo Black Bull the Hunkpapa and not the man who stayed in Canada. Note the telegram points out that Black Bull 'was chief of the Sichagu tribe.'

I've seen these people identified as Lakota. It's clearly Canada (by the NWMP uniforms) and I wonder if it shows Black Bull and his people. The man in the centre appears to be holding a long club, like the one seen upthread. I can't make out if there any blades on it - or if I can, it may be wishful thinking... Or they're Cree, of course...
