I would be very grateful if anyone could help me find information and hopefully a photograph of this individual. I believe he was part of the Lower Brulé Reservation Indian police force and received a medal in 1896.

Bull Head of the Lower Brule was as a delegate in Washington two times, in winter 1880/81 and October 1888. His name was recorded as Tatankapa. During his trip in 1880/81, a Wisconsin newspaper wrote about him: "Bull Head is also a member of the Episcopal church in good standing, has been in power 15 years and is 38 years old. His six children are the delight of his soul, and he is getting gold by industrious farming in order that his daughters may one day wear such dresses and jewels as he saw while at Washington."
