Another photograph taken at the 1901 Pan-Am. Has anyone a clue about the identity of "Rocky Bear" (who doesn't look at all like the famous Wild West celebrity)?

I am not sure, don't know any other Rocky Bear, but I agree he does not look much like him. There were a number of Ponca men present at the time, perhaps this man is one of that group. I think your photosgraph was taken from this original:

Yes, it is. And for sure that isn't Rocky Bear - strange how they failed to identify him, there were a lots of WWS photograph around and Rocky Bear was quite a popular face...

Got another one, done by Edgar Paxon, who produced that monumental painting of the Little Bighorn battle, in 1899. I think he used the Rinehart photo posted above as a basis for this portrait rather than doing one from life:
