Good afternoon,
Does a comprehensive collection exist of government Circulars (policies and detailed instructions) issued by the Commissioner of Indian Affairs, predecessors, and successors? Has a comprehensive collection been published (print or online)? I've seen National Archives citations to piecemeal collections and many Circulars buried within correspondence files. I think the Government Printing Office likely published them around 1870 forward. Any leads would be welcome.
