This was on Cowan's site identified as a group of 'Sioux': 1. Big Wind, 2. Bad Horse, 3. Black Kettle and 4. Spotted Dog. Not saying they're not, but it reminds me of several studio group photos of Arapaho Indians (who I've seen misidentified as Ute) and they're dressed in a similar fashion: doled out and then customised army gear, which, judging by ledger art, seems to have been all the rage amongst the Southern Cheyenne, Southern Arapaho and Kiowa tribes in the 1860s, though there's plenty of evidence of this amongst the Lakota too.
